You can report them to the principal and if they won't do anything about it the higher school board will [and if that somehow doesn't work the cops are always a failsafe].

No one would be able to prove it, he hasn't actively done something but he makes girls with bigger chests do more jumping jacks and he's kinda masochistic. (Maybe just that?) There's so many rumors about him, but one time 2 boys fought and he barely cared, but when some girl was harassing me, she tried to push me down the stairs so I beat her with my shoe and he yelled at me, so I told him to talk to my father and he got even more mad.

Also I forgot to mention it but since you and a lot of your fellow students are incredibly uncomfortable around him you could contact the school board [or the state education department if they won't do anything] and explain you and your classmates discomfort around him. You might be able to get him fired if you get enough of your fellow students together, maybe even get signatures as that's irrefutable evidence that all of you are creeped out by him [try to get experiences too, like what you were saying about him making more developed girls do more jumping jacks. Any little piece of evidence is valuable.]
